This may seem a bit downspeaking but...
Skill into core skills. They make even my Standard assault suit deadly effective.
Skill into Shield/Armor Skills. There are no skills that increase your eDPS, so you need to then increase your eHP.
Learn how your race's suits are best fitted, and how you can bend that around you. Gallente Suits would likely do well with Pure armor and Damage mods in the highs, as opposed to a blend of Shield and Armor. Amarr Suits are built for Dual Tanking, or for fitting a lighter tank for greater gank, making longer range engagements better in a fit like that. Etc, etc.
Learn how your role is usually fitted for success. Assaults with Damps, Scouts with regular plates, and Heavies w/ kincats are not how they are fitted for success. Don't be fooled, there is always a best fit, regardless of that whole "Infinite Opportunities" the ads want you to believe. Assaults, Commandos, and Sentinels do best full tank fitted, w/ Damage mods in highs depending on the race/fit. I can't speak for logi's or scouts, but I'm sure a logi w/ no equipment, or a scout w/o a cloak isn't going to be as good as otherwise.
Learn the best weapon for your playstyle. Simple really, find the gun you're most effective/comfortable with using as you're primary and fit that to max. Be it a Shotgun, or a Rail Rifle or a Plasma Cannon, Find the weapon that fits your playstyle, and max it out. I personally would suggest that you start w/ a generalist gun (Rail, Combat, Scrambler, Assault Rifle; MagSec; SMG) and then branching into more niche guns (Sniper; Shotgun; Plasma Cannon; Swarm Launcher; Nova Knifes), but if your heart set on playing pure scout on this character, then play pure scout. Skill into your Shottys and NK's right off.
Learn to Aim. DUST has some really ******* weird aiming mechanics, so learn how to use them well. Its gonna be a while before you can use them well enough to be a big effect on the leaderboards.
Learn to play your role. Some roles may be straightforward (Assault), but some require at least some degree of thought (True Sentinel), and some require a great deal of planning (Logibros).
Learn to squad. If you have any friends playing DUST, get them to squad with you. You are so much better in a squad w/ voice coms then as a bunch of scrambled blueberries, not talking to each other.
Learn to corp. Corps are the easiest place to squad up if you don't have friends on DUST. They usually take a bit of your cash at the end of the match though, so be warned.
Learn to stop. This is the most important facet to learning how to play DUST. Learning when to stop and pop in a different game. You WILL get burned out eventually if you play DUST, and only DUST. You Will. Diversify, enjoy other games. DUST doesn't have to be the only thing you play, and nor should it. Many a time, after a rough match, I just popped in Just Cause 2, and had fun.
Of course, you're already in a nice corp, and so don't need me telling you this. Quite QQing and get good. Don't make me take that PRO Crutch and beat you with it. It deals 300 damage a hit. You don't want that, now do you?
